We need to manage growth in a responsible way so that the character of our county remains “the land of pleasant living. Each new development not only means more streets and sewers, but more classrooms, more policing and more traffic throughout the county. We need to pass an Adequate Public Facilities Ordinance to raise adequate funds to address these issues, much like Howard County has done. This law would raise funds from developers to go into the county's general fund and would not impact tax payers.
Creating an environment where all citizens can earn a respectable living with access to Affordable Housing and access to food. Providing all citizens with access to healthcare. This means training for today’s jobs and those of the future and matching Talbot County employment with those jobs. This means improving transportation and ride-sharing so people can get to school and to work. And Broadband so that students, teachers and knowledge workers can get their work done. Doing these things right means we have a “Smart County”.
Cleaning up the bay, our streams and rivers by planning and implementing a new Comprehensive Water and Sewer Plan that provides safe drinking water and state-of-the-art Wastewater Treatment across the county. Reducing nutrient runoff with better farm and lawn management and storm-runoff technology. Planning for sea-level rise.
As we expand our developments under the comprehensive plan and grow our population, we need to be sure that we are also growing our budget for public safety. One way to do that is through the Adequate Public Facilities Ordinance mentioned above. Every citizen should feel safe and be safe in Talbot County. We need to continue to fight the opioid crisis in the county

Scott Kane is running for the Talbot County Council on a platform of Better Government for Talbot County. Throughout his career Scott has participated in, and been keenly interested in, the operation of local Maryland government at all levels. As a citizen and business owner, Scott has contributed to Talbot County governance in several ways. Scott served on the Talbot County Solar Committee, formed in 2016 by the Talbot County Council to advise on new solar legislation. He led the commission and helped develop unanimous consensus among a wide variety of constituents on recommendations made to the County Council. He presented these findings to the Talbot County Council over the course of several hearings before the Council. The legislation was adopted by the Talbot County Council unanimously as written. In 2019 Scott was selected by the Talbot County Council as a member of the County’s newly-formed Short Term Rental Review Board and voted as chair, by his committee peers on a biannual basis, where he served until 2022. Throughout his term, Scott chaired many meetings of the Board with the view of providing an open and transparent process of listening to the views of all Talbot County citizens and fully exploring owner’s applications for a Talbot County license. In 2020 Scott was asked by the Talbot County Council to review and recommend needed changes to the STRB legislation. Scott led the effort of this six-month process, holding numerous hearings where over 100 citizens, property owners and business leaders offered thoughtful testimony to the committee. With the assistance of Talbot County attorneys and the Talbot County Planning Commission and the County Department of Planning and Zoning, Scott helped craft the draft legislation which he then presented to the Council in numerous formal and informal meetings. The County Council considered and then adopted the new legislation with most of the changes developed and recommended by the STR Board. ©2022

Scott is a past Mayor of Chevy Chase, Maryland and has served as their member of the Maryland Municipal League in Annapolis. He actively participated in advising the Maryland legislature in Annapolis on numerous legislative initiatives representing both organizations. While serving as Mayor he led a coalition of community leaders in developing the sector plan for Bethesda, Maryland to manage development associated with the coming of the WMATA Metro rail system to Montgomery County in the mid 1970s. Scott helped build local coalitions and consensus to work with Montgomery County Planning and Zoning as they considered a wide variety of option for future development in Bethesda. Bethesda is what it is today, with wonderful public spaces and a large, diverse sidewalk restaurant scene, based this work. On the Chevy Chase Town Council, Scott led a successful effort to annex an unincorporated strip of houses along Wisconsin Avenue, so that Chevy Chase had standing to promote smart growth along the eastern strip where Chevy Chase abuts Bethesda. This has resulted in a marvelous redevelopment of a previously run-down section of Chevy Chase into a vibrant neighborhood of homes compatible with the commercial development of Bethesda. Scott has led numerous organizations and is a member of the Annapolis Yacht Club, serving six years as Chairman the Finance Committee. Scott served as past president of his condominium association in Florida where he honed his skills in listening to, and representing, the diverse views and needs of all owners.

Scott Kane is CEO and President of Solar Lane, founded in 2012 to provide investment-grade opportunities in solar renewable energy projects that reduce greenhouse gases, save customers money and improve energy efficiency. Scott applies his 40- year professional career experience and in-depth industry knowledge in building Solar Lane to meet customer demand and address the issues associated with climate change. Solar Lane develops, engineers, builds and maintains commercial, non-profit and utility-grade renewable energy projects. Most recently Scott built a 5-acre solar farm for the Town of Federalsburg, MD to power their Waste Water Treatment Plant. This was joint project with the State of Maryland and the Maryland Department of the Environment (MDE) Over a 40-year career, Scott has managed businesses in the fields of engineering, energy, technology, science. He has built telecommunications systems for both AT&T and Siemens AG. Prior to that, he served as a division Vice President of the AES Corporation (NYSE) building energy and utility businesses in Europe, Latin America and the United States. Scott has also had successful careers with Digital Equipment and IBM. At Digital, he ran business units based in France developing and delivering software for the European and American markets. At IBM he held several engineering, scientific and marketing positions. Climate As a graduate student, Scott cut his teeth on climate issues collecting and analyzing atmospheric CO2 samples and studying the retreat of glaciers and ice caps worldwide. While at IBM, he worked on teams that designed new computing algorithms running on very high-performance mainframes for the National Weather Service that improved forecast model accuracy severalfold, then implemented them for NOAA. His work also includes issues related to global climate change that resulted in a number of published papers. He has consulted worldwide on these issues. Finance Scott has served as the treasurer of numerous organizations. He served as the Finance chair of the Annapolis Yacht Club, 10-milliion dollar operation, where he took the organization from a deficit position to seven million positive in six years. He has been active in budgeting and financial operations for numerous business, non-profit and governmental organizations. Education Scott holds a BS degree in Electrical Engineering from Swarthmore College, an MS in Physics from The Ohio State University and a Doctorate in Marketing, Business and Public Administration from the George Washington University. Scott holds many professional certifications including in Finance, Engineering, Leadership, Project Management, IT and Cybersecurity. ©2022
